Use rootwrap in freezer-scheduler

Currently, freezer-scheduler do not have root authority if it is running with non root users, this will cause some failures when doing lvm snapshot for file backup or cinderbrick. So we should increase rootwrap support to make freezer-scheduler have root authority.
