Fuel for OpenStack

Need to add new statuses for OSTF tests results

In Fuel Web 3.2 and Fuel Web 3.2.1 we have only two statuses for OSTF tests: PASS and FAIL.
But we have feature self.skipTest(message) and in this case OSTF will assign 'FAIL' status of skipped tests and it is not good.

Look like we can add new statuses for tests results and different levels of messages for user during the test execution - because message about skipped test should be not equal to failed tests (color of this message should be not RED)
