Build Fuel packages using Perestroika

As developer/Build engineer, I'd like to get rid of building level-1 packages together with Fuel ISO, but instead I'd like to be able to download them from Perestroika. Perestroika builds rpm/deb packages for every CR and every merge, so we can build ISO using suitable rpm/deb repositories that Perestroika created automatically. That is going to significantly shorten testing feedback loop
