Provide a way to execute tasks all except filtered by start/end parameters

It is very usefull functionality to execute all tasks except filtered.
For instance if at first user executed
fuel node --node 1 --end netconfig
Than with the second command he will want to execute all other tasks, and right now there is no easy way to achieve it,
if previous tasks wasnt parent for all tasks after it.
Therefore we need to provide a command:
fuel node --node 1 all-except --end netconfig
all-except - is probably not optimal namespace and we should look for a better word
