Activate non-core or experimental features in Fuel when key is supplied

As features are added to Fuel, there is a need to enable some features only if activated. This enables features to, for example, be added as experimental without having them enabled or accessible in a production environment. It could also be used to enable partners and community members to activate features or functionality in Fuel only when other criteria is met.
