Add MS Hyper-V to available hypervisors for Fuel

We have come across a number of customers who have attempted to deploy MS Hyper-V as a hypervisor using Fuel, which have had varying levels of success in doing so. Hyper-V is supported as a hypervisor by OpenStack itself, and anecdotally may sometimes succeed in a Fuel based deployment, but is not officially supported. Please add support for this hypervisor.
