Ability to set number of deploy state runs

Testing strategy for fuel-library LCM readiness requires tests for each layer. Most common case is just rerun deploy for ready cluster without any changes. Second deploy should not break anything.
New environment variable will allow us to rerun whole swarm Test suite in double-deploy way and be sure that additional deploy doesn't break some cases/features.
