Nailgun Orchestrator task for post node deletion cluster updates

In order to support life cycle tasks for removal of nodes from a cloud, we need to be able to trigger a task that can run on a controller to cleanup OpenStack services and agents from the cloud when a node is removed. This task should only be run on environments where there is still a functioning cloud and not executed if the entire environment is removed.
