[QA][RnD] HA tests on nodepool

For Fuel gates we use fuel-qa/fuel-devops tools for testing as every commit in Fuel's repos, so for system testing.
We have to do investigation, in other words, collect in one place advantages and disadvantages of nodepool approach for HA testing in Fuel.
From first glance there are many challenges:
- Arthur's research conclusion, see [openstack-dev] [Fuel][Infra] HA deployment tests on nodepool
- full HA test consumes a lot of resources - CPUs/RAM
- we should have supporting for tricky networking configurations, which we use in fuel-devops (nodegroups, racks and bonds)
