Separate repo for master node

We had a long discussion on making Fuel master node use additional repo which contains specific package diversions that are not required for slave nodes. We decided to do it. So starting from 6.1 release there will be master-node specific repositories that are not used during cluster deployment.

separate repos in OBS (build system)
step2:
implement changes to the make system for support 2 centos repos (mirrors and building ISO)
step3:
support separate repos for deploy master node

The immediate reasons for this blueprint (conflict between clvm and latest docker; ruby 1.8 on target nodes vs ruby 2.1 on master) have both been resolved without a separate repo for master node, so it no longer required in Fuel 6.1.
