Catch SIGKILL and friends

We need to add signal handlers for common signals and perform a graceful shutdown if possible. We may even want to notify pending jobs that the server is going away with an error message before shutdown. The code should tie in with the actions taken by the 'shutdown' admin command, so this signal or command perform the same operations.
