Measuring and Tracking Open Input Framework Latency

We need to be able to measure the following:
* the latency between each component in the stack
* the overall latency as experienced by the user
Additionally, we need to be able to track this data over time (and visually as well). Any regressions should be immediately evident when examining the historical data.
