With this functionality, it will possible to have image format conversion on the fly while exporting an image.
Example:
Glance stores an image in a vmdk format. The administrator wants to get the image in a qcow2 format.
On export the bits (vmdk format) are moved to a temporary location, converted to the export-format and returned to the user as a qcow2 image.
