Glance scrubber rbd extension

The glance rbd backend driver needs a way to perform some kind of rbd image scrubbing. It is currently possible for rbd images to remain undeletable (see bug 1185851) if a glance image is deleted in glance but is still needed (protected) by another service e.g. for cloning/snapshotting. Once the device is unprotected we need a way for these volumes to be cleaned up even - scrubber.
