Apic driver in "flexible" mode

This feature is dependent from the GBP service extension drivers [0].
The main goal is to leverage a mapping extension which is less structured than the traditional one, which will allow a lot of flexibility (eg. hot plug of EPs from a EPG to another) by deferring a bigger chunk of functionalities to the ACI fabric.
This will probably require a new OVS agent to manage local switching differently.
