GBP Extension to insert metadata

There is a need to introduce a new metadata insertion action within a GBP Policy Rule. This would allow applications to insert metadata into the flow packets transferred between endpoint groups when the policy rule is used for service chaining. There is work underway within IETF SFC working group to allow packets to transport metadata in the service chain header.
