TOSCA Horizon Plugin to allow translation from the dashboard

TOSCA translator users may find it easy and very useful to have a visual option from the dashboard to translate TOSCA to HOT. This translation can be extended with automatic deployment of translated template with Heat. Besides me, the possible stack holders of the work are CERN engineers working on project Indigo.
