Translation to the HOT latest version

Translator when generate HOT template is using HOT template version 2013-05-23 which is old. HOT Templates has new versions available with '2016-10-14 | newton' being the latest one.
We need to dig more into versioning to use while translation like,
can we always use the latest version of HOT? and find appropriate approach and implement it.
