Add a glossary of terms to Heat docs

A number of Heat-specific terms exist and need to be documented.

Heat's glossary in doc/source/glossary.rst only contains 3 broad terms. The glossary at https://wiki.openstack.org/wiki/Heat/DSL is more detailed but also incomplete and badly out-of-date.
