Improve the behavior of the /validate call

When making a call to ``/validate``, heat currently returns parts of the
template body in a format that is different from the one that was submitted.
It would be good if the ``/validate`` call was simplified and another call was
added to do template conversion or that you could choose the output of the
template in the response.
