Remove heat-metadata server
Work is underway to remove the (unauthenticated) heat-metadata server, so all metadata, waitcondition and metric interaction with the in-instance agents (cfn-hup, cfn-signal and cfn-push-stats) happens via the (authenticated) cloudformation and cloudwatch APIs, this is part of the originally discussed cloudwatch architecture rework
