SSH Wait Condition resource

A new "wait condition" resource is needed for Rackspace::Cloud::Server. All SSHing is being removed from the Cloud Server resource in favor of cloud-init, but the requirement to wait for the server's configuration to finish remains. The Rackspace identity service doesn't support trusts yet, so Rackspace::Cloud::Server can't make callbacks to pre-signed URL to confirm that the device has successfully finished configuring. Will discuss if this belongs in contrib/ or not once the code is up.
