Support VM instance group for HEAT

Nova has added a new feature of instance group: https://blueprints.launchpad.net/nova/+spec/instance-group-api-extension

It is better that we also enable instance group for heat auto scaling group, this can make sure that we can create auto scaling groups with affinity or anti-affinity filter.
