Upload an XMind file

Each knowledge worker (kwkr) must be able to upload an XMind file into their own workspace on HKCR. Upon upload they must be able to add or create tags for their file. The kwkr must be able to select other kwkrs or groups to share the authoring of the file. This blueprint equates to the "Shared Use" arrow on the workflow diagram.
Create a content type CDDFile to hold the XMind file and the DCMI meta-data.
