Use "GiB" and "gibibyte" labels when referencing block storage
Data size on storage devices is typically measured in GiB (2^30), and not GB (10^9).
The Cinder community has addressed this issue by changing their API to display/request data sizes in GiB. All Horizon panels need to be changed accordingly. For consistency sake, other Horizon panels that reference storage size should also be changed - this includes Nova, Manila, Glance, etc.

[mrunge, Dec 3 2015]: According to Richard Hagarty, storage reports always as GiB. Currently it is unclear, what nova reports. It is still possible to use nova volume, which is deprecated but works through the same api as cinder.
