Give administrators the ability to view all of the load balancers created

Summary
=======
To my knowledge it is currently not possible for the admin to view all of the load balancers. Therefore, the administrator is not readily aware of the state of the created load balancer resource across all of the projects within the cluster.

Motivation
========
For the sake of consistency this feature should be implemented since administrators are able to view majority of other resources, thus the rational behind implementation is the same as the rational behind implementation of the same feature for the VMs.

Description
=========
Currently, load balancers along with the relevant information can be viewed in the projects tab, however it is not possible to view all of the load balancers across all of the projects within the cluster. This feature proposes a new tab, "load balancers" within the admin tab where one can view all of the load balancers present within the cluster.

UX
===
This feature should enhance the user experience as it provides a way to view all of the load balancer resources present within the cluster. Currently, it is only possible to list the aforementioned resources via the Openstack client.
