Reorganise Volumes panel tabs into separate panels
The Volumes panel is unusual in that it embeds what would otherwise be separate panels into itself as tabs. This means navigating to those panels requires an extra click, and they are less discoverable than they would be if they were panels in their own right. The tabs under that panel will be split into separate panels under a Volumes panel group, both in the Project and Admin dashboards.
