Use the new template loader to consolidate templates

The horizon template loader can discover template directories in panels, allowing a much more logical grouping of template with their respective panels. This prevents us from duplicating the entire dashboard structure in the dashboard's templates directory, too. It's very nearly a clean move, too. Almost no code will need to be changed.
