Add option for using ibus-mode on text-only frame

Currently keymaps of ibus-mode are disabled on non-X frame because its code is based on scim-bridge.el and SCIM isn't capable to show candidates on text-only terminal. IBus API, however, allows text-only clients to show candidates without candidate window by setting capability of input context.
