Rework alarms

Get rid of max/min and alarm-max/min and instead simply have an alarm mode (disabled, low, high) and an alarm-value which define the alarm triggering. Sensors can provide a reasonable default and users are free to change them as desired.
libsensors plugin needs to then use MAX / MIN features to set these alarm-value and mode properties instead of the ALARM libsensors feature (which is simply a boolean so is completely incorrect in the current usage).
