Make it possible to add a frame like in Adobe Indesign (Frame Tool) to put the images in.
Inkscape also works with linked images so this could be a easy way to place images.

You already can place an image in Inkscape or use a clipping path as the container (in case you want to crop it). What does this spec offer?
You can first make your design with the image frames and place your image later in the frames.
In Adobe Indesign the frame tool places the X across the frame to indicate a placeholder.
2016-10-01 VictorWestmann : you could also use the mask and the clipping tool to make your images fit better in any place you want inside the application. Does that answer your question?
