Inkscape is an incredible tool and in many ways it is the best vector tool out there - It could, though, do with some refactoring on the UI side of things.

In the specification URL is the work of deviantart user BassUltra which tackles this issue.
You can see how the icons are easy to read and the whole interface seems to be dialed down allowing one to focus more on the content of the work.

The redesign he proposes is not perfect but, if there is space for discussion and implementation, it can be further refined.
I'm not a developer but as a designer I'll help as needed/possible.
