Function for freely rotating the whole document

A function to rotate the whole document would be very handy for artist who use inkscape for drawing via a tablet. Many artist in the real world rotate the paper while drawing. This feature can be seen for example in the software 'Manga Studio' and it helps to make the 'hand-to-eye' coordination between tablet and screen easier.
