Help sysadmins manage sysvms and choose where services run

We need a way to set up sysvms and place services like database, remote, web, dhcp, dns, console on sysvms or the host(s). This is much better with invirt-create-image than it was without it, but it still has a fair number of steps in it that we know how to do and another sysadmin will have to understand our internals to do.

The basic tasks are to make a sysvm, and to get services running there or on a/the host. This could look something like
   invirt-admin create - make LV, invirt-create-image, make xen config
   invirt-admin setup - put a service on a sysvm or on host; install, update invirt config
