SASL Authentication Requirement

I propose that we standardize the idea of "preconnection services identification" (Which currently is either via sending a PASS to the server (RFC noncompliant, iirc), or via SASL). I believe that SASL should be the only way for preconnection authentication, and that it should be standardized in IRC4 in order to allow more clients to support a common IRC feature.
