Support for extended PXE kernel boot options

Provisioning physical servers may require passing specific options to the kernel via PXE. These kernel options may be required by hardware but we can also use them for troubleshooting and debugging installation on later stage (serial console is a classic example). This blueprint is follow up on the discussion in bug #185729.
PXE kernel command line should be build from two parts, global kernel cmdline and the per node one.
