Juju is resilient from server failure

Juju is managing services, hence if a Cloud provider fails to deliver a working server within a configurable amount of time, then Juju should be able to detect it, cancel the original request and request another instance.
The same when Juju detects an instance has been killed, then the service should be restarted on another instance.
