Implementation idea:
Files are uploaded to a webserver, links are spread through the chat network similar to the slides-example. They can be handled by JFL and manually by the user then when they aren't using it.
Should also be re-usable by the slide functionality, so the UI has to be separated from the logic. (Like usual.)
