Server Definition Language

kewpie needs a way to specify / describe the various server configurations a test should use. We should also be able to specify a variety of configurations to execute the same tests against.
We therefore need a proper server definition language. There is some nascent stuff for this in the server_requirements and server management code (joining as a replication slave, preloading datadirs, etc), but we need to be able to do much more.
Creating this blueprint to help track ideas + what we need as this idea develops.
