Creating a new project better than Kicad newlib

After a discussion with a core Kicad developer, a new idea has come to my thought (see kicad-lib-committers's mailing list for more detail). A new separated project from kicad should be created. The project will create a standard symbol/footprint/modeling for electric/electronic use. This standard can be used to generate any library for any CAD/EDA using automatic scripts.
