SSL support in Kingbird API

Current implementation of Kingbird API is based on Pecan and has no built in support for SSL. In order to provide secure communication for Kingbird, the API should be configured to run on apache wsgi.
This is a limitation, as Kingbird cannot make use of the ssl configuration part in kingbird. conf
Other OpenStack services such as Heat, Senlin, etc. have a built in support for https.
This aim of this blueprint is to ensure out-of-the-box https configuration in Kingbird.
