Update-the-API-structure-to-reflect-policies

This is a good time to change our api format or the api-version for the pike release. We will name it version v1.1 and the following are things to be changed for the pike release.

New add-on’s expected for Pike release:

1.Inclusion of policy.json
Kingbird has been restricting the permissions based on context in the code now we shall refrain ourselves from that and use policies thereby leaving that hassle to oslo_policy.

2. Trim the request URLs and remove admin tenant reference.
