adjutant in kolla-ansbile

In our OpenStack cloud, a service was needed to allow users to onboard and manage projects as a self-service. On IRC, I was pointed to Adjutant. Since our entire environment was deployed with kolla/kolla-ansible, I created forks of both and integrated Adjutant into kolla and kolla-ansible. Here is a usable version, which we are already using in production.
