Configure tap-as-a-service plugin on neutron containers

Following our proposal to kolla, which installs the tap-as-a-service openstack plugin for neutron, it is necessary to generate a `sibling` proposal for kolla-ansible.

With the plugin already present in the needed neutron containers, it is required for kolla-ansible to able to enable its use, add the required configurations into neutron.conf, and configure the plugin for use `out-of-the-box`.
