Implement Inter-Cloud Migration Service via Coriolis

Coriolis (https://github.com/cloudbase/coriolis) is an open-stack-native service permitting migration of resources between clouds. As OpenStack adoption is apparently soaring, this functionality would be very valuable toward gaining adoption for the kolla-ansible method (and the development talent attached).
Their readme includes a better diagram of the service topology than i could draw here.
