Add ability to use few database instances for different OS projects

kolla-ansible use database_address to bootstrap and bootstrap services for openstack.
That blocks case, when we want use separate database instances for services (for example: use different mariadb cluster for panko).
I suggest add ability for some projects (like panko) start bootstrap for defined database (service_
