Support assigning HA traffic to dedicated interface

The ha keepalived interface is by default use the network_interface,but when run tempest test of openstack with a lot of requests,the ha keepalived interface may lost the floating ip of openstack and caused the 'Gateway Timeout error(HTTP404)',so we could seperate the ha interface and network interface to solve this problem.
