support for pull-retag-push

In A Universe from Nothing (kayobe) we use a pull-retag-push script to avoid building local images. I started to use it for production deployments too and I rather like:
not having to wait a long time to rebuild images that have no modifications from upstream
testing upstream artifacts
easily get updates
It would be nice to have a similar feature included directly in kayobe, as an alternative to kayobe overcloud container image build --push. But we cannot name it kayobe overcloud container image pull because that's for pulling to the overcloud nodes.
