Standalone independent Horizon Deployment

It would be desirable to be able to install standalone instances of horizon, outside the OpenStack controllers for different purposes:
- to provide an interface with the minimum and necessary components to the end user (example: an interface to manage only instances)
- filter access to the main Horizon instance (installed in the OpenStack controllers)
- be able to deploy specific Horizon instances (in terms of UI components) according to the users' needs
