Functional Multi Node

There are some additional changes that will be needed to make the kolla-cli work properly against kolla-ansible in the way it is laid down upstream. The Oracle distribution did a lot of pre-setup regarding kolla groups / user accounts / sudo configuration, etc. This can no longer be assumed so some of the code related to multi-host setup needs to be modified.
